I think you do not need to uninstall gnupg installed by Debian.
What you need is to remove files under /usr/local.

Usually, $PATH is
/usr/local/bin:/usr/bin:/bin:/usr/games:/usr/sbin:/sbin

this means one on /usr/local/bin wins over /usr/bin or /bin.

# make uninstall

may be what you need.
