OK, that's what I'll do.

I did check with rubbing alcohol and it does remove the gunk off the
ceramic top serface of the chips (figured that was a safe spot to test),
looking closer, the board PC board surface itself isn't too bad
(boundary layer flow?) whereas the fans are worse.  

I'll leave the heatsinks attached to the CPU, remove the fans and run a
damp alcohol cloth through the heat-sink tines.
