It's a Windows program, that starts the debian installation process,
without you needing to burn a CD image. You will need a working
network connection through the installation process. After running
this program, you'll see an option to start installation at your next
boot.
There's a screenshot gallery that should clarify things:

Have fun installing! Please read the installation manual from
http://www.debian.org/releases/stable/installmanual first.
