Debian 4.0, Etch, was released April 8th, 2007.  Linux kernel 2.6.18
was released September 20th, 2006.

Yes, 2.6.18 is the Etch kernel, but see below.

Debian backports (backports.org) has 2.6.22 kernels for etch:
