Well, it never fails.  Last week I spent most of a day tinkering with this without figuring it out, but as soon as I did a mailing list post, I managed to figure out what I was doing wrong. ;)

The machine has two NICs.  Under 2.4.27, the one on the left is eth0, and the one on the right is eth1.  Under 2.6.18, the order is reversed.  So I had the cable plugged into the wrong port all along.
