For dual booting? Yes, Debian supports it out of the box (With the GRUB
bootloader), although you can use LILO if you feel more familiar with
it.

As for writing, it's disabled by default. You'll have to grab ntfs-3g (I
think that's what it's called) from Sourceforge to enable "stable" write
access.
