This is what I see,
Description: Debian base system configurator (transitional
version)
This package is an empty package that is no longer used. It can
be removed with no ill effects.
But I'm on unstable, not Etch, not sure if it makes any difference. On
packages.debian.org I can only find base-config in stable and oldstable.
