If by "the internet" you mean the world wide web (the part of the net
that requires a mouse and a flash plugin), you can use an HTTP proxy for
that. I think Squid can do what you need, but I haven't used it myself.

Otherwise, check your router's manual if you own such a device. They
often contain features like this.
