For professional quality, Slickedit is about the only general purpose one. Unfortunately there is no free equivalent that I'm aware of.

A built-in debugger implies an IDE, not just an editor. I don't think any IDE will give you anything close to the feature set of a good programming editor. IDEs are very effective, however, if you only need to inflict the greatest possible damage with the least amount of technical skill.
