Thanks, just tried
  console=tty0 console=ttyS0,9600n8
(before I only has the ttyS0 entry) but it makes no difference to gdm's
initial unresponsive to keyboard input (I do now get both local and
remote console messages though, which is nice).

I did find an easier way of kicking it back into awareness though:
select the XDMCP chooser with the mouse, then cancel back to the login
prompt (the XDMCP dialog also accepts keyboard input).

Turns out there's already a bugreport for this: #406457
