Could you show us the contents of the ~/.Xsession file? The contents of
the file /etc/X11/Xsession.options could be relevant too.
Forwarded this to the machine in question to get those details.
Here is the ~/.Xsession file in question.

Maybe you have a solution. It's not a big thing, because it's only a couple of mouse clicks and tab keystrokes to get the panel up. But I would have liked to get it running the way desired.
