IIRC, mutt uses /etc/mailcap or .mailcap if it exists to determine what
program to use. Some programs may be part of the alternatives systems,
so you may need to follow the symlinks to find the canonical program
used. On my system, etc/maicap lists these as possible html programs:

text/html; /usr/bin/w3m -T text/html '%s'; needsterminal; description=HTML Text; nametemplate=%s.html
text/html; /usr/bin/lynx -force_html '%s'; needsterminal; description=HTML Text; nametemplate=%s.html
text/html; /usr/bin/w3m -dump -T text/html '%s'; copiousoutput; description=HTML Text; nametemplate=%s.html
text/html; /usr/bin/html2text '%s'; copiousoutput; description=HTML Text text/html; /usr/bin/lynx -dump -force_html '%s'; copiousoutput;
description=HTML Text; nametemplate=%s.html text/html; /usr/bin/sensible-browser '%s'; description=HTML Text; nametemplate=%s.html

So, it chooses one of these ( I think it tries each one until it works).

But in my case, I have .mailcap set like this:
text/html; /usr/bin/lynx -force_html '%s'; needsterminal; description=HTML Text; nametemplate=%

so that forces it to use lynx.
