This is a classic example of asking the wrong question. First you
asked how to find a package using dpkg. Then you wanted to know if
dpkg can show available packages like dselect can. Meanwhile, in
another fork of this thread you were stating that you were going to go
write your own app to parse the dpkg lists all the while complaining
that you were going to give up. 

The reality is that what you really wanted to know was how to find a
tutorial on html that could be installed as a package in debian.

If you had started with that question -- the thing you *actually*
wanted to find out, you'd have had your answer in the first response
or two. 

That said, I can't find what you're looking for in apt-cache, but I
may be searching on the wrong terms. 

I recommend htmldog.com as a decent resource.
