I live in Spokane and I spend advertising dollars on radio, so... who
was it? I'll put boots on the ground and see what I can do to help
from here. I'd be happy to help them get something going as I could
use the learning experience and come really really cheap.

A little judicious wikipedia reading suggests for truly free -- ogg
over http using icecast. slightly less free but more supported on the
client side would be mp3 over http with icecast. check here
