Not a bug or offtopic. Since it works when you recompile the kernel,
then the option is not enabled in the Debian stock kernel.

You can check which options are enabled by viewing
/boot/config-<kernel-version>

Don't forget to check that your /etc/apt/sources.lst entries point to 
etch and not testing, otherwise you may end up with a broken system once
etch goes stable.
