If that is the case, something is seriously wrong with your system:

$ find /lib/ -name ip_tables.o
/lib/modules/2.4.27-3-386/kernel/net/ipv4/netfilter/ip_tables.o

Shorewall handles bridging just fine.  I use it for Xen and for setting
up a bridged local network for Qemu instances to connect to.
