libldap-dev for 2.3 not available?

Hi,

I needed quite a time to find out why some program I compiled didn't
connect to my OpenLDAP server. For whatever reason it broke the
connection when compiled with the available libs or packages respectively.

Manually chaning the symbolic links provided by libldap2-dev to the libs
from libldap-2-3-0 helped. But I'm surprised why there doesn't seem a
dev package for libldap newer than 2.1.x

Am I ignoring something or is there really no up-to-date dev package?
And if the latter, why not?
