It's a possibility.

Have you plugged the UPS into a different computer?  Maybe you got a
bad UPS.

Have you plugged a different a different UPS into this computer?
Maybe this motherboard is dodgy and a US$20 USB card will solve the
problem.

Have you checked lsmod on the non-working and a working PC to
*ensure* that all the correct modules are loaded?

Maybe you've already tried these possibilities but neglected to tell us.
