Maybe the initrd.img is missing? Also, the requirements for a 2.6.x
kernel are different than for a 2.4.x kernel.

I dont' think a 686 version will boot, try the 486 version.

What does dpkg-reconfigure actual-2.6-kernel do?

What does apt-cache policy udev show?
(Also do a apt-cache show udev | less)

What does update-grub do?

Actual error messages are helpful, especially if you want at least one
or more helpful replies.
