you need to edit the partition table to make the particular partition
bootable *and* you need to install a boot loader in either the MBR or
in the partition's BR.

AFAIK grub can boot a partition if it is bootable or not, otherwise you
couldn't have multi-boot setups. But you probably need to put it in the
MBR for that (and not on a partition).
