i just add this to udev.rules

KERNEL=="ttyUSB*", BUS=="usb", SYMLINK+="siemens-sk65"

and in my wvdial.conf

Modem = /dev/siemens-sk65

if you're using udev, look into custom udev rules

http://www.reactivated.net/writing_udev_rules.html

is a good place to start. you can write a custom rule to do all kinds
of stuff for your devices.
