No.  In fact, forget everything you know about using computers.  It will be
easier to learn Linux if you're not trying to mentally cram concepts into
Windows oversimplification.  If you want to see what PCI devices are
connected, try lspci

I'm not sure you can test a network card without trying it.  I know when I
worked for Intel testing their cards, one new guy asked the same thing and
was soundly laughed at.  "What do you mean you want to test it without
trying it?  You know that's mostly what there is to QA, right?"

Look into modprobe/insmod/lsmod/rmmod
