There are distribution issues with the DeCSS code. 

All Debian packages install documentation to /usr/share/doc/packagename
so you need to navigate to /usr/share/doc/libdvdread3/ and read
README.Debian.

Basically, you need to install libdvdcss2 from an unofficial Debian
archive.
