On my half upgraded etch laptop
#locate pkgconfig
/usr/lib/pkgconfig
/usr/lib/pkgconfig/openssl.pc
#dpkg -S /usr/lib/pkgconfig
libssl-dev: /usr/lib/pkgconfig
Try 'dpkg -S /usr/share/pkgconfig' on your system.
