Thank you for your answer. May I ask which version of "initscripts" you
use? (I think, the "/etc/init.d/mountdevsubfs.sh" script mounts "/dev/shm".)
Mine is

$ dpkg -l initscripts | grep initscripts
ii  initscripts    2.86.ds1-20    Scripts for initializing and shutting
down the system
