apt-get update gets gpgv error



When I run apt-get update, I get this error, after having gotten an error because it couldn't
find a file in /var/lib/apt/lists/partial, which I "touch"'d to make exist.

W: GPG error: ftp://debian.lcs.mit.edu testing Release: Unknown error executing gpgv
W: You may want to run apt-get update to correct these problems

If one just deletes all the files in /var/lib/apt/lists, will apt automatically rebuild them?
