This is correct.  A 10GB /usr/local sounds way too huge.

A 20GB / (mainly /usr /var /bin /sbin /opt) would be needed if he
installs a full GUI plus Java and a big closed-source system like
Oracle.  Having both Oracle 9i and 10g plug Applications will really
suck up disk space.

*My* desktop with 250GB drive is partitioned thusly:
/boot     50MB
/         20GB  (this is also where swap *files* go)
/home     20GB
/data     the balance

Is "common sense" really valid?
For example, it is "common sense" to white-power racists that
