The Debian New Maintainers' Guide http://www.debian.org/doc/manuals/maint-guide/index.en.html is probably a good starting place. I believe only Debian Developers may upload to the archive, so you will have to find one of those to help you. Not sure off-hand how you go about doing that, though.
