Yes.  I know that.  The attack was a windfall for the Bush junta and its 
cronies.

OK.  It seems that the problem in my understanding might be with the 
word "central planning".  Just what do you mean by that phrase?

Or are you suggesting that the Bush junta centrally planned that attack?
