That is certainly not the case. At *most* it is important: "a bug which has a major effect on the usability of a package, without rendering it completely unusable to everyone." Again, just because a bug seriously affects you, does not mean that it is the same for everyone. In the case of a bug which does not cause a security vulnerability or a loss or potential loss of data, there is really no justification for it to be higher than important.
