Apt Proxy Issue

Hi Ive been trying to setup apt-get to work with my proxy "it wont
work without it" and I have not had any luck till now ..below is my
apt.conf file..apt-get update executes successfully but apt-get
install resolves the hostnames and just waits for headers untill it
times out..

Acquire::http::Proxy "http://192.168.0.1:8080";;

root@Cyber-ALInux:/home/alinux# apt-get install kmess
Reading package lists... Done
Building dependency tree... Done
The following NEW packages will be installed:
kmess
0 upgraded, 1 newly installed, 0 to remove and 10 not upgraded.
Need to get 1079kB of archives.
After unpacking 2687kB of additional disk space will be used.
(Waiting for headers)
Connection failed
Failed to fetch
E: Unable to fetch some archives, maybe run apt-get update or try with
--fix-missing?

Please give me some suggestions on this one..without apt-get my
installation is worthless...
