The package "apt-file" is very useful, especially if you are new to
Debian. It can do this:

$ apt-file search startxfce
xfce4-utils: usr/bin/startxfce4
xfce4-utils: usr/share/man/man1/startxfce4.1.gz

So you will need to install (at least) the "xfce4-utils" package. To
find commands that are already installed on your system you can use

locate startxfce
dpkg -S startxfce
dlocate -S startxfce

(The dlocate command is in package "dlocate". dlocate queries are
 considerably faster than their dpkg analogues.)
