Are the characters you are interested in preserving
available in UTF8?  What is your locale or your filesystem's
codepage in Debian? I think Mac OS uses UTF8 for everything.
It might be possible, by extracting on a latin1 fs/locale,
and re-tarring on a UTF8 fs/locale, to get a tarball with
the right characters in the UTF8 charset.
