u could use bittorrent,azureus
the speed is reltive :

it goes from how many seeders and lechers (how much can you download)
how high you upload :

for example :
if you have 16 kb upload and you upload till 12 you can get maximum download speed.
but if you try to upload 14 you could get good download speed.

also to how match ppl are you connected ?
for more then 600 ppl  will make my speed low.

did u try changing your MTU for lower rate (in barak ISP 1440 will couse lots of problems)

Try rtorrent http://libtorrent.rakshasa.no/ . On the homepage it says:
On high-bandwidth connections it is able to seed at 3 times the speed of
the official client.
