I have done this with also my laptop (Debian unstable). I usually boot
it disconnected from the Internet, so ntp won't work... I will have a
bad system clock in Ms Windows during summer, but that's not so
serious...

I tried this, but unsuccessfully... now:
--------
$ cat /etc/adjtime
0.000000 1145959205 0.000000
1145959205
LOCAL
-------
but the clock is still incremented 1 hour with every reboot.

ok, I've done this with my "workstation" at work (Debian testing). It
is suposed to be always connected. (I don't know if maybe is being
incremented and corrected by ntp with every boot)

I think I've had some program (or gobling, gnome, hacker...) playing
with the system clock at boot time, but I'm not able to imagine which
one could be (don't have the Debian knowledge needed). I've had a
quick look to dmesg, but no idea.

Anyway, those "workarounds" are enough to me, and of course...

Thanks a lot!
