I thought I'd post to this long dead thread, as I spent a good hour
trying to (unsuccessfully) find a solution online.

In exim4.conf.template there is a line ignore_target_hosts which
contains the list of private network ranges. If your MX record points to
an address on this list then delivery fails with the above error, even
if the DNS is otherwise fine (which it is, if this is an internal DNS
setup.)

I removed our subnet from that list, restarted Exim and it all worked
fine. Not sure if there is a better way to do this.
