of course you would have to have a webserver and php running on the new machine; also a compatible mysql service running.
for specifics I recommend checking http://www.phpbb.com/phpBB/ as the debian mailing list is not related to phpbb.
You might be better off using tar to create a tarball of your flat files and a database dump of the mysql database rather than or in addition to the phpbb database backup... i have done this successfully once before but i had the same version of php and mysql on both machines... that made it pretty simple.
