Consider the (admittedly rare) case - someone with CDs or DVDs and
no readily available net access. [This happens to me at work more
often than I'd like :( ]
I agree that that's a valid definition of "offline" installation, but that's not what I was thinking when I used the word "offline" in my response to the original poster. He had described a process which I'd never considered before -- downloading the packages using apt-get's "-d" (download) option. I was expressing my doubts about the feasibility or safety of upgrading a distribution this way. But again the main point is that the dist-upgrade option is not a supposed to be a routine procedure.
