CBQ and balanced link

Hello!

I need to implement CBQ on Sarge Stable. I have an 1 Mb link. I set one 
machine to use up to 300 Kb. Ok, it's fine! However, I understand that 
BOUNDED=no will allow this machine to use the idle link. This don't 
work. Why?
