You might want to look into dh-make-perl, which can turn CPAN tarballs into
.deb's lickety-split. Here is a script I use to make downloading and
debianizing a one-command process:

(Note: It uses cpanp instead of cpan (apt-get install libcpan-plus-perl)).
If you install CPAN packages this way, you can do all the normal package
management stuff that you can do with .deb's.
