It isn't really possible to get the RC bug count down to 0. New bugs are
reported every day. About half the RC bug reports currently open against
sarge have been filed in the past two weeks. At some point, when other
conditions are favorable, the release managers simply choose to accept the
remaining bugs on the list and mention them in the release notes.
The RC bug count is not what is currently delaying the release.
