I dont think there are official KDE 3.5 packages available in unstable, 
leave alone testing. But if you want to install KDE onto a testing 
machine, Just run the following two commands as root.

wajig update
wajig install kde

That will pull the latest kde packages available in testing (which I 
think is 3.4.2).
