Packages cannot be authenticated

Following my recent reinstall of Sid I'm getting the message "Packages
cannot be authenticated." I've done what I did previously, i.e. use
gnupg to import the key with:

	# gpg --keyserver keyring.debian.org --recv 4F368F5D

However, this does not produce /root/.gnupg and authentication still
fails. A bug in gpg perhaps? There is trusted.gpg in /etc/apt so I don't
know why things aren't working as expected.
