USB devices not working after APM suspend

I wonder if someone has seen this and knows how to solve it. I've been breaking
my head against this problem for a fortnight without success.

I have an updated sid system, kernel 2.6.14-2-686, installed on a Fujitsu
Lifebook E342 laptop. Its BIOS only has APM support. I discovered that ACPI is
enabled by default for this kernel, so I boot it with acpi=off and put apm in
/etc/modules. So far, so good. When I bring the laptop back from a suspended
state, the pcmcia nic is brought back, but the USB devices aren't.

I'd imagine this might have something to do with udev (I have 0.076-3
installed), but I don't know how to delve deeper into this problem. I'd be
immensely grateful if somebody could give me some hint about this, or perhaps a
link to another more appropriate forum to take this issue.

These messages appear on the console when I suspend the laptop:

usb 1-1.4: no poweroff yet, suspending instead
usb 1-1: no poweroff yet, suspending instead
usb usb1: no poweroff yet, suspending instead

after it comes back from suspension:
