CD 1 and CD2. 1.3.1 was probably the last Debian to fit on one CD
for binaries and one for source. 1.2 all fitted on one CD (I think).
1.1 certainly did and 0.93r5 or r6 fitted on a few floppies.
3.1 is two DVDs - we've come a long way in ten years :)

Jigdo is only relevant if the archive is still around to build images

Understood. Where is all this interest in really old versions of Debian
coming from? At this rate I'll bring a 386 with 4M to the next Linux
Expo in London _because I can_ :)
