It basically means that the DHCP server will always issue that same
address to the specified MAC address.  It is basically a lazy man's
static IP.  Why that works and a regular DHCP request-receive doesn't
work is beyond my understanding.  Maybe a broken DHCP implementation
somewhere on your Windows box.
