$ apt-get source squid
$ vi squid-*/debian/rules
< add desired configure flag to the ./configure call, probably under the
configure: rule somewhere >
$ dpkg-buildpackage -rfakeroot -uc -us
install the resulting .deb that appears in .. with dpkg:
# dpkg -i ../squid*deb
or similar
mark it as 'hold' in aptitude
