Depending on the verions of KDE it should be somewhere in kcontrol in
the "look and feel' options or 'desktop --> behaviour' 

Enable the 'Allow programs in desktop window' option, if you don't see
an option like that or it doesn't work then disble the 'show icons on
desktop' option.
