Well, if you copy the whole filesystem tree (from root, but possibly
ommitting /proc /tmp and /mnt or /media), then everything should work
fine (just remember to create these points, in case you ommit them from
your copy process).

There will be no need to "rebuild the dpkg database" and everything will
work fine.
