grub-install strange error

I boot a disk (2.6.8-2-686) in order to install the grub bootloader,
and do:

  # grub-install hd3,0

and get: The file /boot/grub/stage1 not read correctly

  # li -l /boot/grub/stage1
  -rw-r--r-- 1 root root 512 ...

If I try:

  # grub
  grub> find
  Error15: File not found

Note that the grub package was originally installed from a running
system (kernel 2.4.27-2-386), by mounting the target disk that has
kernel 2.6.8-2-686 and installing grub from a chroot prompt.
